일리노이 READ ID 신청 후기

 

전 미국이 REAL ID 신청하느라 난리다. 2020년 10월부터는 국내선 비행기를 탑승할 경우 리얼 아이디를 제시하거나 여권을 제시해야만 신분 증명이 가능하다. 기존의 면허증으로는 운전은 가능하지만 비행기 탑승시 신분 증명은 불가능하다. 리얼 아이디 신청자가 폭주함에 따라 기존 DMV 사무실 이외에 임시로 사무실을 열어 신청을 받기도 한다.

 

추수감사절 연휴를 맞아 일주일 쉬는 김에 REAL ID 신청하기로 했다. Secretary of State Facility의 여는 시간은 8시. 미국 처음 와서 운전 면허증 신청한다고 6:30인가 7시인가부터 줄 서서 10등 안에 들었던 게 14년 전이었는데.. 아침에 일찍 끝내놓고 쉬려고 7시 50분에 DMV에 도착했다. 날렵하던 학생 때와 달리 배부른 아저씨가 되어 느즈막히 갔더니 이미 40여명이 줄을 서 있다. 

 

 

구글 리뷰에서 찾아보니 그나마 한가한 시간은 아침과 오후 3시 이후라는데..

 

 

REAL ID 구비 서류

구비 서류는 크게 신분 증명, SSN 증명, 거주지 증명, 서명 증명으로 나뉜다. 체크 리스트 사이트에서 확인이 가능하다. 외국인 입장에서 사용할 수 있는 것들은 굵게 표시해 놨다.

 

신분 증명 서류는 다음 목록 중 하나를 제시해야 한다.

 

• Certified copy of a birth certificate filed with a state office of vital statistics or equivalent agency in the individual's state of birth.
• U.S. passport or passport card.
• Consular Report of Birth Abroad (CRBA) issued by the U.S. Department of State, Form FS-240, Form DS-1350 or Form DS-545.
• Certificate of Citizenship issued by the U.S. Department of Homeland Security (DHS), Form N-560 or Form N-561.
• Certificate of Naturalization issued by DHS, Form N-550 or Form N-570.
• Employment Authorization Document (EAD) issued by DHS, Form I-766 or Form I-688B.
• Foreign passport with a valid U.S. visa affixed accompanied by the approved Form I-94 documenting the applicant's most recent admittance to the United States.
• Permanent Resident Card (Form I-551) issued by DHS or the U.S. Immigration and Naturalization Service.
• REAL ID DL/ID card issued in compliance with the standards of Part 37 of Title 6 of the Code of Federal Regulations (pursuant to federal rule, this document alone is not sufficient to prove lawful status).

위의 리스트 중에 외국인인 우리가 제출할 수 있는 서류는 EAD 카드, I-94와 여권, 영주권 이 세 가지 중의 하나다.

 

SSN 증명 서류는 다음 중 하나를 제시해야 한다.

• Social Security card
• W-2.
• Pay stub or printed electronic deposit receipt bearing your name and SSN.
• SSA-1099 Form.
• Non-SSA-1099 Form.

SSN이 적혀 있는 서류 중 가장 편한 건 SS 카드. 

 

거주지 증명 서류는 다음 목록 중 2개를 제시해야 한다. 사실 이게 제일 귀찮고 까다롭다. 

• Bank statement (dated within 90 days prior to application).
• Canceled check (dated within 90 days prior to application).
• Credit Card Statement
• Certified grade/high school or college/university transcript.
• Credit report issued by Experian, Equifax or TransUnion (dated within 12 months prior to application).
• Deed/title, mortgage or rental/lease agreement.
• Insurance policy (homeowner's or renter's).
• Letter on official school letterhead (dated within 90 days prior to application).
• Medical claim or statement of benefits from private insurance company or public (government) agency (dated within 90 days prior to application).
• Pay stub or printed electronic deposit receipt.
• Official mail received from a state, county, city or village, or a federal government agency that includes your first and last name and complete current address. This may include, but is not limited to:
  • Homestead Exemption Receipt.
  • Jury duty notice (issued within 90 days prior to application).
  • Selective Service card.
  • Social Security annual statement.
  • Social Security Disability Insurance (SSDI) statement.
  • Supplemental Security Income (SSI) benefits statement.
• Pension or retirement statement.
• Report card from grade/high school or college/university.
• Tuition invoice or other official mail from a college/university (dated within 12 months prior to application).
• Utility bill − electric, water, refuse, phone (land or cell), cable or gas (issued within 90 days prior to application).
• Voter registration card.

서명 증명 서류는 다음과 같다.

• Illinois DL/ID.
• Temporary DL/ID or commercial learner's permit.
• Out-of-state DL/ID.
• Canceled check (dated within 90 days prior to application).
• Cooperative Driver Testing Program certificate.
• Court order.
• Credit card/debit card – major provider.
• Driver's license issued by an agency of the U.S. government (e.g., Department of State).
• Foreign passport.
• Identification card issued by an agency of the U.S. government.
• Illinois Department of Children and Family Services (DCFS) Identification Card Verification Form.
• Medicare card – with suffix A, J, H, M or T.
• Mortgage or installment loan documents.
• Social Security card.
• U.S. Citizenship and Immigration Services (USCIS) forms:
• Form I-551 (Permanent Resident Card).
• Form I-766 (Employment Authorization Card).
• Form I-94 (Arrival/Departure Record) with valid passport.
• U.S. military DL/ID.
• U.S. military service record (e.g., DD 214).

 

요새 다들 청구서를 이메일로 받다 보니 필요한 서류를 미리미리 우편으로 받도록 바꿔놔야 한다. 그리고 혹시 모르니 문서를 1-2개 더 가져가길 권장한다.

 

보험사에서 주로 오는 편지가 Explanation of Benefits 라게 있다. "저번에 방문한 병원에 보험이 되는 건 뭐고 뭐는 안되고 그래서 아마 얼마를 병원에 내야할 거야"라고 써있는 편지인데. 이것도 거주지 증명에 사용가능한 문서로 적혀있다. Medical claim or statement of benefits from private insurance company or public (government) agency. 치과 보험에서 치과 방문 기록에 대해 Explanation of Dental Benefit 이라고 적힌 서류가 왔길래 그걸 들고 갔더니 직원이 고개를 갸우뚱하며..

 

직원: 이 서류는 안 되는데 다른거 있어요?

나: 왜요 ?

직원: 고갱님 이건 Medical 이라고 써있지 않고 Dental이라고 적혀있잖아요.. 다른 것 주세요.

 

 

혹시 몰라 다른 서류 하나 더 들고 갔으니 그냥 줬지만, 만약에 다른 서류가 없는데 2시간 만에 이 소리를 들으면 미쳐버렸을지도.

 

 

처리 시간

7시 50분에 도착해서 8시에 입장이 시작되었다. 65세 이상이거나 임산부이거나 군복을 입은 군인일 경우 먼저 입장이 가능하다.

 

8시 30분 드디어 번호표를 뽑았다. 리얼 아이디 변경이라 시험 치룰 필요 없이 바로 사진찍으면 된다.

 

8시 45분 치즈!

 

9시 50분이 되니 드디어 내 번호표가 불려서 서류를 체크했다. 

 

10시 10분 변경 비용 $5을 내고, 현재 면허증은 펀치로 구멍을 하나 뚤어서 임시 면허증과 함께 돌려 받았다. 실제 면허증은 2주 정도 후에 도착한다고 했다. 11월 26일 화요일에 신청해서 12월 9일에 새로운 면허증이 집으로 도착했다.

 

사실 실제 서류 처리 시간은 얼마 걸리지 않는데 차례를 기다리느라 2시간이 넘게 걸렸다. 실제 소요시간은 30분도 안 되리라고 생각한다. 아내가 평소 사무실 근처 마트에 물건 사러 가며 본 바에 의하면 구글 리뷰에서처럼 오후가 오히려 사람이 적다고 한다. Naperville Secretary of State Facility는 5:30분에 닫는다. 그래서 아내가 5시 경에 갔더니 적어도 3시에는 와야한다며 문적 박대 당했다고 -_-
